Hmmm... I sent one to Beall and Canella, but it would not let me send to the other dudes.

Beall had a lane splitting bill two years ago that died. It was not as favorable, so getting to him is important.

Dear Senator Beall,

I am writing to inform you of my support for your bill, AB 51 (Lane Splitting: Educational Guidelines). This will allow for the development of educational guidelines on safe lane splitting practices.

California law has been silent on lane splitting for too long. Since current law does not explicitly prohibit it, lane splitting is legal, but not enough of the driving population actually know it. Though it’s a legal practice, there are no guidelines or safety standards to guide motorcyclists on how to safely maneuver motorcycles when lane splitting or actions that a driver should be aware of to make it safer for all parties.

I recognize the many benefits lane splitting can provide to our overly congested roads, AB 51 provides clarity in statute by stating that the California Highway Patrol does have authority to revisit and redevelop the guidelines on lane splitting.

The emails for senators are "senator.[insert last name]@sen.ca.gov". I think it's shitty they don't take online emails (from the senate website) unless we are in their jurisdiction when committee decisions affect us all.

Motorcycle lane-splitting bill moves forward in California

A state Assembly bill that would allow motorcycle lane-splitting in California has moved closer to a vote.

California’s AB 51, sponsored by Assembly member Bill Quirk (D-Hayward), intends to create guidelines for safe lane-splitting, a practice the proposed legislation describes as a motorcyclist passing other vehicles “by riding between them along the lane line.”

Lane-splitting, while not technically legal nor illegal in California, has long been treated as acceptable by law enforcement agencies. The California Highway Patrol published guidelines on the practice until last year – when a disgruntled citizen complained that the CHP should not be allowed to create public policy.

Quirk stepped in with AB 51, which proposes that the CHP create safe, official guidelines for the practice. As stated by Quirk’s office, “AB 51 defines lane splitting and makes it clear that CHP has the authority to draft educational guidelines for safe lane splitting.”​

Send him a note thanking him for the coverage. Explain your and silversvs's involvement since the beginning. That's a good story about citizens stepping up and getting involved. I would guess he'll acknowledge your efforts and BARF the next time he writes about the bill.

Fleming has covered lane splitting well, without taking sides. I have 4 articles by him in my archive from the past year.

California Assembly Bill 51 would re-affirm the California Highway Patrol’s authority to issue lane-splitting guidelines for the state’s roadways. This important legislation recently passed the Senate Transportation and Housing Committee unanimously and is now scheduled for a hearing on June 27, 2016, in the Senate Appropriations Committee.

The American Motorcyclist Association supports this legislation and encourages you to contact your state senator now and urge them to vote for AB 51. Fill out the form at the bottom of this page and click the red “Submit” button.

Background: Lane splitting, also called lane filtering, is the practice of riding a motorcycle or scooter between lanes of stopped or slowly moving traffic. The fuel-saving and congestion-easing practice has been accepted in California for decades but does not have the power of law to protect it.

In 2013, a complaint to the California Office of Administrative Law from a single individual forced the California Highway Patrol and other state government agencies to remove educational information from their websites that was intended to help motorcyclists understand and safely practice lane splitting on state roads and highways.

The CHP posted these guidelines with the intention of helping motorcyclists and other drivers understand clearly identified safe practices and to discourage unsafe lane splitting. The guidelines represent common sense traffic safety tips and were simply intended to raise public awareness.

Given the widespread popularity and general acceptance of lane splitting in California, the AMA believes this legislation will effectively formalize the practice. Riders, and the motoring public alike, benefit from lane splitting, which was documented by a University of California-Berkeley study released in 2015.

The AMA welcomes the opportunity for state agencies like the California Highway Patrol and the Office of Traffic Safety to educate and inform all road users about the benefits of lane splitting. With the passage of AB 51, this will be possible.

I have hit Senator Jerry Hill once again. I went with Nick Haris from the AMA to go meet Mr. Hill and discuss the bill last year. He seems like a good man. I really hope that you are reaching out to..! Once again here is the link.. takes but a minute!!
