OAL (Office of Administrative Law) basically caused the CHP to pull the guidelines themselves. Not forced, but precipitated it, based on a citizen complaint about underground regulations.
The bill itself, as currently written, says nothing about sharing on single lane (each direction) roads.
Attempting to share lanes on single-lane roads like Highway 35 and 9 seems like a Bad Idea. I can't say that I've ever done it and would be very surprised if it were made legal...
