With bolt cutters, I would think it would be pretty difficult to get a clean cut big enough to slide the lock out of, and I bet that kind of lock would have been enough of a deterrent for the asshat in the pictures in this thread.

You can't just taze someone... but if you were making a citizen's arrest and he resists your lawful orders to comply... sure.

(As in he raised his bolt cutters in a threatening manner and I defended myself...)

IANAL, but I thing what Dragon is saying is that it is OK to use a taser to defend yourself against attack, but it not OK to taser someone just because they are trying to get away from you.

Here is the solution.

I saw one of these on a commercial van yesterday and it looked seriously robust. No way to get a crowbar or bolt cutters on it. (The round part is about 3" in diameter.)
