OP, hate to say it but you don't really have much of a case without independent witnesses and/or video. She may have "admitted fault" at the accident, but unless she keeps doing this, it doesn't really mean shit. Hell, even if she admits fault doesn't automatically make her at fault - an LEO with more experience can still find them not at fault if the evidence points to something else. Most people have no idea about 98% of the Vehicle Code. The fact that the moto lawyer dropped you as soon as the report came out should be a pretty good indication that you don't really have a case... most attorneys won't willingly take on a losing case. No incentive in it for them.
From the evidence, it sucks, but it looks like you were at fault (READ: Not saying that you were!). You hit her. They're probably going to argue the case that she was making a wide turn, and you were unsafely passing on the right and, were you not doing that, would have seen she was turning and had ample room to stop/avoid the collision. Again, not saying this is what happened; none of us were there. That's just what the simplest explanation looks like to me, and therefore the motor officer.
Regarding him not taking your statement, I agree that's kind of shitty and sloppy policework. However, if the other driver's statement corroborates what the evidence suggests, that's 2:1 against your side of the story.
My advice would be to continue seeking legal representation (if you feel it's worth the time+effort+money) in this case. I sincerely hope you had decent insurance, after reading that your hospital bill was $62k. Just another reminder to the rest of us here how unacceptable and irresponsible it is to ride/drive around with minimum insurance coverage.
