Some theories...
1. Vought puppet. An "enemy" they actually control. Ie, designated opponent in politics in case they needed someone to spar with / stonewall / throw a monkey wrench into anything, all while appearing to be an outside, unbiased (or biased against) source.
2. We have Vought supes, we have mental facility supes, supe terrorists...but we also have tons like Starlight who were trying to get into the 7. Presumably, there are a great many out there who are powerful in their own right but either failed to get into the 7 or decided (after taking compound V and Vought's money) to keep it a secret / designate their child "non-powered" to try and hide / blend into society. So it would make sense that sooner or later, one of them would find their way into politics just as any other career. With an ability like head popping though you would think there's maybe a quiet little town with some unsolved murders that bear a striking forensic resemblance...still, she could simply be on a mission of personal vengeance and wants to take down Vought and the other supes on her own, and the trials would have gotten in the way of her own plan to destroy Vought.
3. We have Vought as the main "good" supe company / coalition. We have yet to see an organized opposing coalition / company / group of supes, though that is forming with Maeve, Starlight, Kimiko - it's possible they'll get get approached with a quiet invitation to join, similar to how Butcher approached Hughie in season 1. A group who has a vested interest in staying hidden from the government AND Vought, but is quietly working against both. The congresswoman is their "inside man".
Just finished season 2, really mind blowing all around.
- Who did Homelander ask about in the very first scene of the Episode 8? I can't make out who he's saying or who they're talking about as unconscious
I really hope they keep the series more grounded in reality and don't try and bring back a limbless Stormfront or zombie Lamplighter

Also compound V hasn't been perfected yet, so why would military and police want to buy it? Once people start dying or horribly mutating, would the stock price stay high?
