All depends on how you define "smarter". Ability/training to memorize? Sure. Extrapolating from minimal data to find innovative solutions? Hard for Asian cultures (Confucianism) to do, much easier for Western/US/UK countries.

If I paraphrase Jared Diamond regarding his cultural observations, would it be acceptable to mount that retort? We are living in a time when people are starting to see a bigger picture beyond the imperial days regarding strengths and tendencies of different cultures. In fact, that is what Diamond's book essentially does: goes beyond old racist assumptions made based on Western achievement in science and warfare and tries to take it apart and mount a differing explanation.
