Please tell me that's a cop and K9 at the 3:10 ish mark, cos it sure looks like some dude walking his dog moments after the explosion.

Interesting that bomb makers gave evacuation warnings, maybe they were just disgruntled with AT&T and wanted to blow up the building without harming people.

Since it seems to have targeted an AT&T office (knocking out service throughout the area) I'd be more inclined to think it's a pissed employee or customer.
The warning for people to get away from the RV seems to mean they wanted another target. AT&T was the most affected from info released so far.
