So, the "private operator" trenching at a depth of 18" is at fault for hitting a gas line that is required to be at a depth of 30", but the owner of the gas line is not at fault for not burying his line at the required depth? Must be "California think" or something...

We were recently on a job, and there was another job going on across the street. I spoke with the GC, who said they didn't damage it, but they hit a gas line at 12" deep.

ABC was dead on when he said dig, probe, dig, probe, and probe some more. It's tedious and slow when you're a near line especially an older line. I've never seen PG&E held responsible for a line not being at depth. Inspections are much more stringent today than they were decades ago, so older lines are where they are. You just never know.
