Swords are totally legal though
Honestly V4, the kusarigama's primary function is to disarm or incapacitate an assailant who's using a sword as his primary weapon. They're not a particularly useful weapon today in 2019 where your opponent is highly unlikely to be attacking with a sword.
If i were you, i'd just invest in a decent sword or machete yourself and call it a day. You probably already have one and the skills to effectively deploy it in a combat situation if you're currently training a ryuha of kobudo or koryu that includes kata & waza utilizing the kusarigama.
California penal codes 21310pc (concealed weapons) and 16590pc (illegal weapons) both clearly state that a fixed blade of any length is 100% legal provided it's conspicuously open-carried on the hip or elsewhere in plain view. I walk around with a daisho (katana and wakizashi short sword) on my hip everyday as part of my normal street clothes. Never had any problem. Sure i get stares and every once in a blue moon some uninformed snitch will drop the dime and the cops will show up, ask a couple questions and leave without even running my name, but i've never had an actual "problem" as a result of carrying swords. Katana have the convenient plausible deniability of "oh gee officer, i can see you're unhappy about this sword i have here, but you see i'm just on my way to/from the dojo where i need this sword for practice". And machetes have the added plausible deniability of technically being a landscaping tool.
