Does removing your back seat make your vehicle a two seater?

Further Googling indicates that the seats were attached, and that they were there to reduce the tariff on imported pickups.

This. They were 4 seat passenger vehicles. There was carpet and seats in the back to make them a 4-seater passenger vehicle.

...and they were fun to ride in...

The next question should be, it I were to be riding in them now, would I be violating the "nobody in the pickup bed rule." The BRAT could be the ultimate in gray-area vehicles. A two seater in the carpool and a four seater when it comes to riding the back of pickups.

"For San Francisco Bay Area ONLY, originally factory designed vehicles with a maximum two-seat occupancy may access the HOV (3+) lanes as long as there are two occupants in the vehicles."

IMO, if the cop goes by the book, the answer is NO. The vehicle has been modified.
