What defines a 'Construction Zone'?

Now, we all know that getting tagged in a construction zone carries a double fine.

The question is, what defines a construction zone? We can dispense with the obvious - K-rail, lane closures, orange signs everywhere, cones and barriers and caltrans guys in hardhats driving interesting machinery...

but, would the presence of a caltrans work truck (no signage posted) be enough to define a construction zone, or is there a minimum requirement vis a vis signage and such?

I believe the courts have defined this using the broadest lay term without ambiguity. Clear as mud, right?

I've wondered this too.

Is it just a "construction zone" if it's state-employed roadway workers? What if the cable man has laid out some cones around his truck? Utility companies?

And if the Construction Zone says "Do Not Pass" (on a one lane road) are you still allowed to lane split/share???

Just got back from a trip to Colorado...

and every state I rode thru EXCEPT Cali defines where the double fine zone begins and ends. Real simple.

The sign that says "Traffic Fines Double In Construction Zone" has another sign below it, saying "Begin Double Fine Zone". Then when you reach the end of the construction area there's another sign, that says "End Double Fine Zone" (Colorado adds one that says "Thank You" and the name of the construction firm that did the work).

Now... how much work would it be to get Cali to adopt this practice?
