V Star Belt and Pulley Longevity ?

My new to motorcycles buddy recently acquired one these Charlie Davidsons, a 2009 Star 950 touring, with about 65k on her, ( and without checking in with me first : |)

Since hes put about 400+ miles on the bike, and on the last trip, returning from Sac to the bay, all of the sudden the bike developed this belt screech. This wasn't a gradual occurrence.

We attempted to DIY, but had a hell of a time attempting to more or less center and tension the belt. We verified the front pulley was not obviously loose.

Despite lining the indexing marks, and getting it approximately centered, the belt would usually wander to the left or outside of the bike when under load, and rub badly (still appears in ok shape)

He took it in to the dealership, and in about an hour got a quote to replace all the components, front pulley ($180) rear pulley ($670) and belt ($400)

With only 65k, how likely is it that all those are worn? I'v come across some nightmare stories of these belts being too tight out of the factory and wearing the transmission shaft bearing, but its made it to 65K already?

Any insights would be greatly appreciated.
