The rider is without doubt, an American rider.
I'm not sure when Royal Enfields were first imported to the US, but I don't think it was until after WWII, when the Indian Sales Corp. had begun importing Enfield, Vincent, and other British bikes to supplement their sagging sales of American made Indians.
