Strange gunk on exhaust pipes

So, as I rode into my garage today, I picked up a strange new smell coming from the motorcycle. Upon a further investigation, I noticed some strange splattering on the exhaust pipes right where they come out of the cylinders. At first I thought that something might have dripped out of the radiator, which is located right above, but as I let my bike cool and investigated further, nothing additional dripped out and the splatter spots look thick and plastic-like.

My current theory is that I caught a plastic bag at some point during the ride and it melted. So now I wonder how to remove the burn leftovers. Are there any tricks on how to do it? Maybe some cleaning products that wouldn't require me to start the bike and heat up the pipes to do it?

Just don't breath it in while it burns off, because this plastic bag contains chemicals known to the state of Calfornia to cause cancer, birth defects or other reproductive harm.

It will eventually flake off as mentioned.
You can use a wooden spatula on cold exhaust to help it, phenolic resin sheet scraps work better as they can be filed to a sharp edge and won't scratch your pipes.
