FAIRFIELD — Solano County Sheriff Thomas Ferrara declared an emergency Tuesday and imposed a two-day curfew that will initially start at 8 p.m. Tuesday and end at 5 a.m. Wednesday.

It will begin again at 8 p.m. Wednesday and continue until 5 a.m. Thursday.

The curfew was announced after the Board of Supervisors took part in a closed session. County buildings, as a result of the public safety emergency, will be open to the public by appointment only starting at noon Tuesday.

Crowds of people swarmed businesses in Fairfield on Monday night, with significant activity in and around the Solano Town Center mall and the adjoining Gateway retail shopping area.

The mall remains closed Tuesday.

Vallejo city officials announced Monday night that a citywide curfew would be in effect starting at 8 p.m. Monday until 5 a.m. Tuesday – and would remain in place each day during those hours until further notice.

The decision was “Based on recent information regarding planned looting, and in an abundance of caution to keep our community safe,” city officials said in a press release less than an hour before the curfew was set to start.

City police were involved in an officer-involved shooting that police in a press release report happened as officers responded to “reports of looting” at approximately 12:30 a.m. on the 1000 block of Redwood Street.

No information was released about the identity or condition of the person who was shot.

Daytime protests across Solano County and accompanying nighttime vandalism and break-ins at local business – primarily in Vallejo but Monday night in Fairfield and, to some extent, Vacaville – have come in response to the death May 25 of George Floyd, who was black, while in the custody of the Minneapolis Police Department.

A white police officer used his knee to pin Floyd, who was handcuffed and face down, to the ground for several minutes even as Floyd pleaded that he could not breathe. Floyd was pronounced dead later that night at a hospital.

Incidents over the course of several nights in Vallejo culminated at times Saturday with confrontations between protesters and city police.
