The jigs are to make hand drilling easier. If you already have access to a machine shop, you don't need a jig, just use the drill press.

.032" wire is the standard, but .020" is easier to use in tight spaces, I have both and I end up using the smaller wire for almost everything.

I just have an inexpensive set of BikeMaster pliers, they have been working fine since 2013.

the jigs that I've seen are generally to drill through the corner of a bolt rather than straight across. Without a jig I'd need to spot that with an end mill and then drill, a little more difficult vs just using a jig.

I like .025" wire

There are so many knockoff safety wire pliers that its impossible to tell whats good without using them for a little while. I bought a reasonably price pair from a specialty hardware store and they fell apart fast. I've been really tempted to spend the money for the Milbar 25W pliers.

I have a pair of the Motion Pro ones I have been using since 2000. Only $29 on their website. I generally trust Motion Products products to be decent quality. :thumbup
