Question to SV650 riders

Hi. I have recently bought myself a 2005 SV650. It came with a preinstalled windshield, and next to it I discovered a part that I have a question about. You can see it in the image from the link.

Is it what you mount that tiny default flyscreen on? Or is it a byproduct of some other project that never ended up getting removed?

It's stock. The tiny headlight fairings mount onto those on either side, and the stock bikini windshield mounts onto the fairings.
