Out of State Family Transfer of a Firearm

So I'm not sure if this is the right place or not but I figure some BARFers seem to be pretty up on the whole guns thing.
A bit of background, when I moved to CA in 2008 I left a very nice Soviet SKS back home in GA with my father because I didn't want to deal with converting it to make it CA legal (20rd mag, furniture on it just barely met the federal length requirements w/ a shockpad on it and still had bayonet and everything attached.) and I had a lot of other things on my mind during the time in which I made a very impromptu move across the country that had little planning or forethought since at the time it was move or be homeless.
Fast forward 5 years later and apparently sold it to buy some AR clone because having three SKSs around silly and it was the easiest to sell (shorten stock and larger mag made it more popular apparently.) with all the recent gun craziness he's offered to replace it with said AR clone or some other reasonably priced centerfire rifle that he owns or could easily purchase (without the massively inflated prices out here. Apparently the AR market and other similar rifles is fairly stable in rural GA.. just bullets are now $$$). I have no idea where to start on this, but I certainly would love to get a rifle out here and in my possession before registration of new firearms is mandatory.
So where do I start? I assume I need to make sure the AR clone, or if he bought another one would need to comply with CA regarding them but I don't know what that is or where to find a simplified explanation of it is. I'm guessing outside of going out there and picking it in person, it would need to sent using licensed FFL dealers?
Holy crap gun laws are waaay more complicated here..

Don't worry about complying with California's unconstitutional gun laws. These laws mostly make law abiding residents criminals. Just store the guns safely, make sure kids can't get to them. Again don't worry about registering or threats of mandatory registering.
2014 Long Gun registration starts. No doubt this won't satisfy anti-gun Democrats in charge and seek retroactive Long Gun registration.

In the long run when the authorities have confiscated all the Guns from the people. Confiscation made easier by using gun registration records like the 2014 long Gun registration law.
When it takes only a few guys with guns holding tens of people in check before their execution. Can think back I had a rifle once before the State asked to register it and now I'm defenseless. You'll see how history keeps repeating itself.

This is what I know first hand. In Calif there is no such thing as Out of State Family Transfer. It has to go through a FFL and here is why

Two states, Two Citizens of said states. If you take posetion of the gun and fly it, drive it or mail it into CA that is considered illegal transport and is a federal issue (Per Calif Stupid Laws)

If you both lived in the same state of Calif no issues as long as the gun is legally registered in CA. This does not include say a resident who owned the gun in a different state and then moved to reside in CA the blood line is still in effect.

Dealing with the state of Kommiefornia you have to be careful, the line between federal law and calif law is thin and easily breakable. A lot of bad info is even on Calguns. I had a simulair situation as

I was given a gun as a gift from my son. This gun was purchased in another state and CA legal per the list BUT. Apparently if CA legal it has to be marked on the box CA legal or something like that. The gun was brought into CA legally by declaration but I never tok possession of it for this reason

1: My son was is an out of state resident, he legally brought he gun in, but would had been an illegal transfer because the Federal Blood line is different then the Calif Blood Line. He would had to have taken it to a FFL and transferred it to me. Same if I flew to other state and took possession, I would have had to turn it in to an FFL once I returned to CA with it.

Your clone is more than likely not legal in CA I do not know. I have been told to call CDOJ but screw them, I do not want to be on anyones radar. Doing this under the radar is your choice. But like buying a gun and then reporting it stolon like some people say to do is well, dumb.

Start on page two and have a look at the weapons listed in Appendix B - AR Series. If your rifle listed? If so, game over, don't bring it here.

Now go back to page 1 and run through the flowchart to see if your gun complies. What this likely means to you is really quite simple. Buy 10rd mags and install a bulletin button, that's probably it. The bullet button costs $15, can be found all over eBay, and takes 2min to install.

If the AR has never been registered, I'd keep it that way. If you're really worried about getting in trouble with it, leave the stripped receiver in Georgia and bring everything else here, then buy an 80% and finish it up, or have someone else finish it (assuming the objective is to have unregistered weapons like a good patriot :) ). If you're bringing a Soviet SKS over here, you likely just need to make sure you don't bring in any 11+rd mags. You say "Soviet", which probably means the gun is over 50yo, but go here to verify: http://www.yooperj.com/SKS-24.htm - If it is over 50yo, it's considered C&R (Curio & Relic), which means private party transfers are perfectly legal and you do not need to go through the DROS process.

If you're prohibited from owning firearms, ignore the above and leave them in Georgia.

Wow.. I didn't realize just how much of a mess this really was. I'm actually shocked that you can't bring a firearm from out of state, gifted by a family member into the state once you are a residence. I guess I have some long conversations over the phone to work out.
The goal is to have a rifle again and comply with all present laws, even if I think they are really dumb. And since longarm registration is not yet mandatory...

Long story short, yes you can import guns into CA as long as they are sent from one FFL to another, and as long as the gun is not on some kind of "blocked" list. I did it with a simple handgun a couple years ago.
