Older model Ford Exploder with stay back lights

Hey guys,

I was on the road today commuting on 101NB near San Mateo (~6:45 am) when I came up to the accident being cleared by a flat bed truck. The traffic was slow and I pulled in behind a Ford explorer (limo tint on every window) to get through it but as soon as I did I saw the flash of blue and whites. It was so quick that I didn't really realize where they came from.

I continued on my way while the exploder zoomed on... at a brisk pace.

A camero eventually came up behind the Ford and again the flash of blue and reds came but this time I was far enough back to see exactly where the lights came from.

It seemed the exploder didn't like people too close behind them. I pulled up to see if I could see who it was in the exploder but the limo tint was too dark.

Is this a wanna be who doesn't like tailgaters or what? They never pulled anyone over and in fact sped off each time they flashed their lights.

You could not tell there were any special lights on the ford. Looked like any late 90s/early 2000s exploder.

I'm guessing it was not official SUV due to the age of the vehicle.

I got the plate as well.

I've heard of this guy before and am curious as well. White, old model exploder with red and blues and the CHP siren.

Riddle me this.
Possibly undercover. People commonly mistake unmarked cars with undercover cars. I've driven to meet up with an undercover guy and drove right past him, even knowing exactly where he was waiting for me.
