Just got back from 3 days looping through Mendocino, Humboldt, Lake and Napa counties. Just about all the state highways have been repaved this year! 128 from I-5 to the coast, 20 from 101 to the coast, 1 from at least Navarro River to Leggett, 29 in Lake and Napa counties.
These are great roads, packed with well-configured 40-60 mph corners, the ones marked with 20- and 25-mph recommended speeds. The time to ride them is weekdays, of course, during off hours, with the sun at your back.
Once you're off the state hiways, the pavement usually turns bumpy as hell. Avoid the county roads if you can. I went down to Shelter Cove. Ugh! Lousy road, fairly nice place once there but not worth the trip. Had the same problem with other county roads.
