"No turn on red" sign on yellow background - enforceable?

I'd never noticed one before which is why I asked. The speed signs that're yellow never say speed limit, max speed, etc... this one, the text sure makes it sound like it's illegal to turn.

I know that, in general, yellow signs are cautionary while white signs carry the force of law.

Is that sign legally binding?

From the DMV handbook/web page at the bottom.

"A white rectangular sign indicates that you must obey important rules.
Some warning signs have a fluorescent yellow-green background. These signs warn of conditions related to pedestrians, bicyclists, schools, play- grounds, school buses, and school passenger loading zones. Obey all warning signs regardless of their shape or color (See above for examples of traffic signs)."

So white = must obey
Yellow = "just" obey

maybe there's some section stating that yellow means advisory, I don't know, but I'd be afraid of getting a ticket for 38300



another unusual thing I've seen is when the "right lane must turn right" sign is at a significantly different location than the end of the dashed line. in Alameda, on Constitution going into the tube, the sign is ~250' before the end of the dashed line/gore point. I seem to recall reading here that once you're past the sign you're stuck in the lane, and generally the sign and paint agree as to location, but not there.

Very confusing. The text and color don't jive. I wonder if someone made a mistake. I don't ever recall seeing a yellow NO TURN ON RED sign. Something like that is normally mandatory and enforceable and should be on a white background.

If one ever got a ticket for that there, they'd have a good defense.
