I saw a thing on tv about taxi drivers in london and how hard it is to get a cab driving license over there. It was pretty impressive.

all it would take is one tourist, or and influx of recent immigrants from.... somewhere that produces a lot of software and electrical engineers, and this idea fails

I've driven there, and while I think European drivers in general are better than US drivers, it was not my experience that selfish and inattentive drivers are absent from UK roadways. Don't believe me? Read what the UK motorcycle press has to say about UK drivers.
I've driven all over this country and the Bay Area has the largest collections of inconsiderate drivers that I've seen everywhere.

I don't think it's about the region, but rather the fact that we have people from all over the world and we've devolved to the lowest common denominator.

Case in point.... have you ever come up to a 4 way stop in SF with a taxi coming to the intersection after you? Did you notice that they didn't even bother to slow down?

Misleading thread title....

Portishead is 127 miles from the centre of London and "streetlights" here in the UK refers to streetlighting which is used in the UK to illuminate the streets at night, not traffic signals.

This experiment also seem to be limited to one set of traffic lights at a particular junction. As such, the validity of any outcome is surely limited. You'd need to account the systemic effects of swtiching off every traffic light in the whole town to get some kind of accurate indication of the real effect.

FWIW, I've always found driving in the Bay Area and the rest of the Western USA to be much easier than in most of the UK or anywhere in mainland Europe. You should try the centre of Barcelona if you want a fun experience.
