lien purchase - "new license plate required"

I'm toying with the idea of buying a bike through a lien sale.

The bike doesn't have plates and the lien holder doesn't know what the license is.

When trying to calculate fees for CA registration, I get "Unable to determine registration fees due. New license plate required".

Is there anything I can do to get more information on this bike before I go and spend money on a carfax/cyclevin report?

If it doesn't have a CA plate, could it be because it was registered non-op?

Is there a way to figure out where it's been registered by VIN?

You can call the DMV and ask. They have an option to leave a call back number instead of holding till it's your turn and they will call when it's your turn in line.

Thanks. I'm waiting for the callback now. It took me a bit to figure out the right time to press "0" (It's after english -> vehicles or vessels and no farther).

I thought you could find out fees due just using the VIN.VIN is more important than the plate anyway.

Not for this particular bike. DMV technology and all.

Ended up speaking with DMV. The registration wouldn't have been too bad. Alas, the bike was sold while I was looking into this.
