kx500 engine/kx 250 frame, which license sticker?

Kid is trying to work out a deal with me on a 98 kx 250 with a 500 motor swap done to it. He is paying the registration on the 500 bike and putting the green sticker on the 250 frame. He claims that since he is paying the fees on the 500 that dmv told him it's fine like that. I have my doubts. Would like to hear a leo's 2 cents on this. Sounds like a felony to me. Thank you for your time. If this doesn't belong here just delete it.

Not legal
The 250 frame must be registered
And taken to CHP to confirm engine #s
And re registered with both engine and frame numbers matching on new title.

Thanks. That's what I figured but sometimes what I think I know and what is reality are far from the same.

The frame carries the tag. Not the engine.
Engine number is on the title, but that can be changed, legally at DMV/CHP.

It may be possible to get one, but they'll want it to look like a bike and if it's stolen there will be problems.
