Electrics / Bicycles at Metcalf?

Alright, Metcalf Rangers, two questions:

1) I just got my daughter an Oset 12.5 electric bike. Doesn't have a VIN, doesn't have any title or MSO. I think under California law it actually classifies as a motorized bicycle: 406. (a) A “motorized bicycle” or “moped” is a two-wheeled or three-wheeled device having fully operative pedals for propulsion by human power, or having no pedals if powered solely by electrical energy, and an automatic transmission and a motor that produces less than 4 gross brake horsepower and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground. It's all electric, no pedals, 0.8hp, top speed ~15mph. I don't think I can get any OHV sticker for it per the above classification... so is it OK to just show up and ride?

2) If I want to escort her around the beginner area on my MTB, is that OK?

You can get an OHV sticker for it. Supposedly take the your receipt to the DMV and they can get you a sticker. Probably should try to get any kind of serial number off of it also. That was my original plan when I bought my Sur Ron Light Bee was to just get an OHV sticker for it and ride it at the park. But I wound up getting a moped plated one. I'm sure they'll be find with you escorting her, but I'll let the rangers answer that one.

They are pretty cool but...

I was there today. I could have asked. I think I am going to think park HQ on Wednesday... i can get an answer...

Edit: the rangers don’t actually seem to have time to surf the internet, not like folks with real jobs.

Agreed, but the Metcalf rangers seem to be more BARF savy than most. They even maintain a trail condition thread. (as I'm sure you know)
Not a waste of time to post here, imo....is all I'm saying.

We should just all stay together on these electric bike topics.... I was told the same thing at Prairie City but we went to Argyll in Dixon and they didnt bat an eye.

I am going to try and take the africa twin today to see if they will let me ride with her. We will see how this goes!

I need more info on how to get an OHV sticker from DMV? Is there a form we need to fill out?

Although it may be classified as bicycle?

According to the CVC 24016 “Green Stickers” are not required at this time for eMTBs to operate on OHV routes.

"CVC 24016.
(b) A person operating an electric bicycle is not subject to the provisions of this code relating to financial responsibility, driver’s licenses, registration, and license plate requirements, and an electric bicycle is not a motor vehicle."

I realize that Metcalf is not a SVRA, but I'd expect they follow the same regulations regarding what's allowed, no?

I talked to the ranger yesterday...

Unregistered Osets are fine.
Riding mtn bikes in moto areas is not. You certainly can ride it to the kiddie area though.

Resurrecting this thread.

I think the original discussion was around the kiddie Osets. But the 20R and 24R can hit well over 20mph, so are they still Class 2? Can I take an Oset down my local bike path if I limit myself to 20mph? :p

Edit:

From the AB-1096 text "The bill would define an “electric bicycle” as a bicycle with fully operable pedals and an electric motor of less than 750 watts, and would create 3 classes of electric bicycles, as specified."

Every Oset except the 12.5 is over 750 watts.
