Probably, it had bars when they fixed the roads but most likely it was removed to be sold and get some cash as scrap metal. Who does it? Drug addicts or homeless people.

Its not a manhole its a sewer drain.:wtf
Some countries in South America have pieces of sidewalk that lift like that to make it easier to clean out when they are clogged.
Some are intact like that one and some just cave in. It takes a long time to get them repaired too.
Whammy knows from many visits to the region.
Think rain storms that drop massive amounts of water.hence they don't put bars on the drains

I’m just shocked that youtube’s Algorithm made such an abrupt change in my recommendations after viewing that one video. Suddenly my list is full of shocking videos from Brazil. The second was a motorcycle robbery in broad daylight. Luckily there was a policeman that rescued the victim.

I also don’t think they are stupid. In fact they are quiet enlightening showing us what life is like in those other countries. Also, I never knew that Alabama is in the same category as other third world countries.
