2/16/16 I Just spoke with Dan at State Parks; they will prepare a transcript of the meeting and response and recommendations to be posted online and presented for another Commissioner meeting TBD.

He said no new issues had been identified (at least at this point). I think we are continuing to go through steps of the process. i think maybe they vote after the next meeting.

If you cannot attend, please prepare comments for your representatives (BARF, SBR, BRC, CORVA, AMA, Curve Unit, etc) to deliver. Slight variations of what you submitted earlier should be good.

The tour will meet at the main entrance of Carnegie SVRA at 9:00 a.m. and will last approximately 4-5 hours. In order to participate in this tour, you must have a 4WD vehicle. The tour may involve some walking over uneven terrain.
Following the conclusion of the tour, OHMVR Commission members may leave for a recreational ride in the park. No business will be discussed and the public is invited to attend.

During the OHMVR Commission meeting on February 5, 2016, the Commission will consider and may take action on the following items:
 Following a presentation from the OHMVR Division and Carnegie SVRA staff, the Commission will consider for approval the Carnegie SVRA General Plan and Final Environmental Impact Report; and Proposed OHMVR Program Triennial Report Project Schedule.

Information on agenda items will be available for review at www.ohv.parks.ca.gov.

NOTICE IS GIVEN that any person may file a written statement on the proposed actions by writing to the undersigned or may present written statements at the meeting on February 5, 2016. Any person handing out written material to the OHMVR Commission should also provide the Recording Secretary with an additional six (6) copies making a total of fourteen (14) copies.

NOTICE IS ALSO GIVEN that the Commission meeting minutes will be posted on the OHMVR website after being approved (www.ohv.parks.ca.gov).

Carnegie SVRA General Plan Team – Project Update
Hello everybody. The Carnegie SVRA Draft General Plan and Final Environmental Impact Report are expected to be available for public review in early 2016. An Off-Highway Motor Vehicle Recreation (OHMVR) Commission Hearing is also being planned to allow the OHMVR Commission to review and consider approving the General Plan. Once finalized, the date and location of the OHMVR Commission hearing will be announced in a formal public notice that will be shared with you via a follow-up email.

The Project Schedule at the project website www.CarnegieGeneralPlan.com has also been updated.

November 2015
The public education and input phases have been going on for some time (2011).

Basically, comments for the the proposed general plan are being addressed by the OHMVRA and responses will be released. We, the commenters, are supposed to be notified. They will address each and every comment. They have done this before.
A recommended General Plan will be submitted to the OHVMRA Commission in January or February. The Commission will adopt what they feel is appropriate based upon the input they have. OHVMRA will likely propose something that satisfies most of us riders. Riders have done a good job in the comment phase of the process.
“Friends of Tesla” (or whatever Celest Garamendi and her OHV haters call themselves) will mobilize lots of others to oppose this, as they already have. A lot of you have taken action (thank you) and been heard; many more have not. I fear we have a generation of riders (twentysomethings?) that think “it just does’t matter”. Celeste Garamendi and her ilk have thousands of haters motivated. We are thousands also, but only a few of us take the time to be heard. Please help document our point of view and motivate our fellow riders to do the same.

Again, OHMVR / state parks is preparing a revised general plan to be presented to the commission in January or so. We should all attend if we can. The haters will.

Please try to make the meeting. The OHV Haters will be there in force. We need bodies to demonstrate our support for existing 1500 acre park, and the need to open another 3000 acres we purchased 20 years ago.

If bodies is all you need, I'd love to attend and support Carnegie. However, if the attendees must comment or speak publicly in support of something or another, I'll just bumble like a fool.

The OHMVR Commission will use this public meeting to more fully consider the Carnegie SVRA General Plan Proposed Final Environmental Impact Report.

The Commission will receive a full report on the Carnegie SVRA General Plan Proposed Final Environmental Impact Report. The public will have an opportunity to provide comment at the meeting and the OHMVR Commission can provide feedback to the OHMVR Division.

A follow-up OHMVR Commission Meeting is expected to be scheduled for spring 2016 to consider approval of the Carnegie General Plan/Environmental Impact Report. That hearing will have its own thirty day public notice and the Draft General Plan/Final Environmental Impact Report will be available for review 30 days prior to the hearing date.

During the OHMVR Commission meeting on February 5, 2016, the Commission will:

Hold a public hearing on the Carnegie SVRA General Plan Proposed Final Environmental Impact Report; and
Consider and may take action on the proposed OHMVR Program Triennial Report Project Schedule.

the tour thing was awesome, mostly about how the park is a sustainable ecologically friendly habitat for poly dogs and stuff. It was really cool. All the big dogs were there, including a lady from the Alameda County parks.

They made us go around and introduce ourselves. (sixty of us?). Very cool.

Hope to see some of you in Tracy tomorrow. They said you don't need to get there at the beginning at 8:30; 9:30 or so is cool, cause there is other business.

I attended todays meeting. There were a lot of folks that spoke against the use of OHVs in the expansion area. They had done their research on their speaking topics. A smaller number of pro OHV expansion folks made good points. The OHMVR Commission will take the comments into consideration and may vote on the final General EIR a little later this year or recommend additional changes to it.

Recap of 2/5/16 OHMVR Hearing on CSVRA Final Draft EIR

With so much work by so many people to prepare for the OHMVR (Off-Highway Motor Vehicle Recreation Division) Commission Hearing on the CSVRA (Carnegie State Vehicle Recreation Area) Draft Final EIR on 2/5/16, we wanted to provide an update. As expected, the Commission did not vote, but just took testimony for future action.

Friends of Tesla Park and many supporters spoke at the OHMVR Commission Hearing commenting on the CSVRA Draft Final EIR. We achieved our objective to document the broad community opposition to the CSVRA expansion plan into Tesla and the substantive reasons why Tesla is not appropriate for OHV use. Comments focused on the defects in the Final EIR and on the inadequate responses to earlier comments on the DEIR in June.

The Tracy City Council Chambers was overflowing with standing room only by 8:45 a.m. The testimony at the hearing did not start until about 10:00 a.m. and closed after lunch at about 3:30 p.m. While there were more industry reps, staff and others in favor of the OHV/Carnegie expansion, most did not speak. Tesla had the majority of speakers. About 42 speakers testified for Tesla preservation and in opposition to CSVRA EIR/expansion, and 23 speakers for CSVRA expansion. Friends Organizations represented at the hearing included:

Representatives from four agencies also spoke to object to the EIR including LARPD; Alameda County CDA; Alameda Parks, Recreation and Historic Commission; and Alameda County Resource Conservation District.

At the end of the hearing, the Chair stated that there would be no more hearings, the record was closed and the matter would come back to the Commission for a decision at a public meeting in about six months.

We cannot thank you all enough for the help, excellent work and expertise. To the organizations who have made saving Tesla a program priority – Thank you. To the group leadership who reviewed the FEIR and prepared a written comment letter – Thank you. To the citizens who attended the hearing in support and to testify for Tesla – Thank you. To our Friends who provide other support – Thank you. This was another important step in the process to Save Tesla.
