$99 NRS special for returning racers?

While waiting on a response to my email'd question, figured I'd ask here as well...

I raced AFM as a novice in 2013-2014. It's been long enough that, per the rulebook, I need to re-take the NRS before racing again. Can I sign up for the NRS special at Sonoma in September, or is that limited to people who have never raced with AFM at all?

I’m thinking of making my return too in 2019. Raced few races in 2005, few in 2006, and then 4 in 2009. This will be my third time completing an NRS. Lol. Guess next time if I have to take a break I won’t let license expire so as to not have to do a 4th NRS.
