2014 Sym 200 HD issues

My friend has issues with her sym no longer starting. They want $1900 for new front rotor, pads, head gasket and water pump seal. Is this reasonable?

The head gasket may be related to not stating, the rest, not so much. Although it needs to be taken care of for the bike to be safe and reliable. Can't say how much in labour and parts is involved in these jobs, have a beemer.
