Urgent - Digi Cam Help

I need to get a new digi cam tonight or tomorrow latest and need advice on good cams in a budget range.

I lost my old cam and need to get pics of my kids at Halloween. Looking to spend around $200.00 max.

Point and shoot is more my style. Not a hardcore photog. Actually, don't take that many pictures, but if I am spending the money they I do want those I take to turn out well and be able to be turned into prints.

You suggestions are highly appreciated.

Thanks.

I've heard nothing but excellence about the Fuji FinePix f30, and this site (granted, after the rebate) has it for very close to your price range.

What tells me the refresh rate? I don't want to have to wait for a many secods after taking a picture before I can take another.

A lot of that has to do w/ the flash, and whether or not you have the red eye elminator on... other setting as well, like any IR or AF illuminators, etc. If you're outside, you can just disable all those features.
