I have a buddy on the East Coast who wants to come out and run Thill East on a weekend.

I'm aware of the super awesome Feel Like a Pro guys. Unfortunately, his schedule just doesn't match up with the FLAP 2019 schedule.

Are there any other operations still doing rentals for Thill trackdays?

Roadrace Rentals is based out of San Diego, but he has made the trip up to Thunderhill for us when we had several people renting. Might email him and see what it would take for him to make the trip.
