I can bring a post- hole digger and some quickcrete, and we can sister the existing post with a new post.
Could be a fun project on a rainy day.

problem is the street is divided into two. Westside of the street belongs to the University of California. Eastside of street is Contra Costa County. Neither does much in the way of cleanup blaming the other for whatever problems may appear up there.
Thus non-cleanup, or fix of the guardrail/the old stone wall.
