The officer that showed up rides motos as well. The VIN isn't in the system in any state. Headstock VIN, VIN plate, and engine number all match too. It's definitely stolen but appears there's no way to find owner. Any ideas?

Good call. Only thing I can think of is if it's only ever been a track bike and never registered for street use.

Could be the case. It still had all stock fender with license plate mount brackets in place and all mirrors and signals so the track bike idea doesn't seem likely.
