i gleaned the infor from some posts that were on the bay area vintage riders forum that is nolonger around. one of the members had their local SF DMV office staff well versed in the process and he did it entugh they stopped confirming with the sacramento office.

"historic interest" is very subjective, so the only concrete thing in that law is "25 years old" = historic vehicle. the historic vehicle plate also means nothing, you don't have to have a historic vehicle plate to primarily use your historic 25 year old 1995 toyota tercel for primarily display purposes. DMV clerks allegedly put the Historic Plate = historic vehicle cart before the 25 years old = historic vehicle horse.
