maybe if our city planners weren't so busy turning dozens of single family land plots into hundred family units with proportional increase in water needs in their desire for more property taxes, we'd have enough buffer to survive fluctuations.

Not flushing out dams to save the fishies might help a bit too.

Doesn't agriculture take a huge chunk of water, and residential use is just a tiny portion of overall use? I remember someone posting stats before.
