S.B. 249 OHV Division Reauthorization Legislation

Edit 8/8/17; AB 1077 is dead. SB 249 is in the Assembly appropriation committee. What we need to do is register our opposition to the bill as written with our legislators. The letter to Senator Allen fro the OHV Coalition (post 36) describes the current irresponsible provisions well.

I just taliked to my assemblymember's office; SB249 has cleared the Senate and is waiting to be read in assembly. AB1077 is in committee.

Bills have to be passed by both houses before going to the to the Governor for approval or veto.

To monitor the progress, I understand one must go here http://assembly.ca.gov and here http://senate.ca.gov every day and see what is on the agenda, er, "Daily Schedule" and "Today's Events".

I will look at the chart again. Then maybe go visit my assemblymember's office. or my Senator. S.B. 1 has some of this stuff too.

Please vote no on Senate Bill 249, which aims to destroy the State Park's areas for managed OHV recreation. This diversion of OHV user fees and fuel taxes will also bankrupt the grant system that keep many areas and forests healthy.

I have tried to call Mr. Hill, I have gone to public events to try to meet Mr. Hill. Mr. Hill obviously does not want to hear a negative voice to the voices that come from the couch... man I get so pissed at this shit.

We need to figure out who the members are and as many of us as possible with something like this:

We ask you to strongly oppose SB 249 introduced by Senator Allen, a bill seeking to reauthorize the Off-Highway Motorized Vehicle Recreation Division of the Department of Parks and Recreation. This bill proposes to take away sound management from OHMVR and state vehicular recreation areas and replace it with:
· A never-ending supply of unnecessary reports,

· Irrelevant duplicate agency consultations

· Benefits to adjacent landowners

The OHMVR program was enacted in 1971, and has successfully managed off-road recreation in state vehicular recreation areas and given children and families safe places to recreate. SB 249 would produce no environmental improvements; only take away from recreationists, rural communities that host off-road recreation, and law enforcement efforts.

Those that oppose the continuation of off-road recreation in California have pushed hard to make SB 249 sound like something that would benefit environmental efforts, however all the bill would achieve is the elimination of off-road recreation at an $11 million price tag to the state.

It has been my experience that our assembly men are approachable-unless it's Hill who isn't. I learned a lot from Marc Levine over coffee. Mostly that for all the complaining the direct correspondence is pretty light.

It's really easy to communicate. You can do it via email, telephone, snail mail and your vote.

You don't need a whole lot of time, just copy and paste any number of already formatted letters print them, stick them in an envelope, or paste them into an email, or read them like a script. Just do it!!!

Also, go to the next in line in the event one of these stupid things actually passes. Gov. Brown did not allow the OHV funds to be raided when the last attempt made it through the process.

This just sent to Ed "the Chair" Garcia:

This bill proposes to dissolve the existing sound management from OHMVR and state vehicular recreation and replace it with a cumbersome, ineffective and expensive program.

The bill is cleverly crafted to hobble the OHMVR Division to result in its demise.

The bill is supported by, and I suspect, crafted by, Celeste Garamendi and her anti OHV friends (“Save Tesla Park”, of which there is no such thing). It is a veiled ploy to increase the value of her husband’s ranch which is adjacent to one of the OHV parks (SVRA)

Contrary to what the supporters would have you believe, this bill would be an environmental disaster. The California OHMVR Division, in addition to operation the SVRAs, administers millions of dollars in grant money to help preserve County, State and Federal lands that see use of dirt roads for recreation. This includes hunting, fishing, geology etcetera.

The bill includes:
·         A never-ending supply of unnecessary reports,
·         Irrelevant duplicate agency consultations
·         Benefits to adjacent landowners

I just talked to Chinook, the secretary for the Water Parks and Wildlife Committee, This bill is scheduled to be heard July 11.
