I'm pretty sure that this is not really a thing at all and that SEMA and AMA made a big deal out of nothing to drum up publicity for themselves.

CARB has refuted the claims that it was seeking to enforce emissions equipment on competition only vehicles. BTW that means vehicles that cannot ever be registered for street use again. Found the link confirming that CARB exempts racing vehicles from emissions requirements - https://ww2.arb.ca.gov/our-work/programs/california-racing-vehicles

The reason you can't get your ECU flashed in CA is because too many shops got busted along with the equipment suppliers, for flashing bikes and cars that were not race vehicles - so the suppliers now refuse their use in CA.

Either way, this legislation will join all the other bills that are blocked in the Senate by the Turtle

EPA regulations (which the bill addresses) and CARB regulations are two different things.

I predict that the bill, with bipartisan sponsorship (including Republicans from North Carolina, Florida, and Texas), will die in the House of Representatives. But if it were to pass due to a House management error, it will sail through the Senate.

This has been going on for a few years already.
2016 article by road and track./ seems like wording was that it was illegal to tamper with emission equipentbon any vehicle that came with emission controls. But the EPA used discretion on not pursuing people at the track. This new bills seems like it takes that discretion and exempts the practice of converting vehicles.
