Saw this on Sammy Sabedra's FB page. I have no more information.

I hate to be the bearer of sad news. But former national number 27 Richard Arnaiz of Stockton California has passed away.
Rich was a very talented rider that could mix it up with the best of them. A product of California’s district 36, Rich was probably one of the most underrated riders ever. Early in his career Rich made the switch to road racing and entered the World Superbike Championship. Rich won the European Superbike Championship in 1990. He will be missed.
