Registering 'Barn Find,' for Dirtbag

I have a friend who is intending to build a Dirtbag Challenge bike.

The bike is a bill of sale/barn find/not been registered since 1984 bike. It is incomplete - no blinkers/lighting/seat/tank at the moment.

He is very much a 'by the book,' rules geek, and it will probably be the only Dirtbag bike running a legit plate, blinkers, and insurance. I mean, just like every other bike there it will have a legit plate, blinkers, and insurance :thumbup

What part of completeness does it need to be in before it can get a LEO or DMV inspection for title/registration? Completely running flashing, blinking?

With only 24 days left. Discuss.

With only 24 days left I don't think he's going to get a plate. When I took my salvage certificate bike w/ paperwork to the DMV they told me it would be a couple months for a CHP inspection, and it was.

I paid all my fees though and they gave me a temp tag good for 3 or 4 months.

Brake and light is pretty straightforward and easy, CHP they just want to check the stickers/numbers. You can I think get a copy of the CHP inspection form from the DMV/online and see what they are looking for.

Seems it would be easiest to just go to DMV, pay fees, schedule a CHP inspection, get a temp tag and then do the brake and light/chp after it's all running and good to go.
