Race bike without VIN

What am I missing here?
The add states clearly that the bike was sold as parts bike only but they are trying to sell it as "Track Bike".

Is it legal to race or do track days with a bike without VIN in California?

It is not legal here in Texas for racing in CMRA and I've seeing numbers of times when someone is transported to the hospital, local police arriving at the track to report the incident and checking the bike against the VIN as well.

There was even a case some years ago, of CMRA getting raided by the cops during a race event, which many bikes got confiscated including those without VIN which was purchased directly from the manufacturer. If you didn't have proof of ownership, they were confiscated at the time until you provide the proof, and because of that, I make sure I do have with me this kind of paperwork, including for the pit bike

This beautiful low mileage 2010 MV Agusta F4 1000 R is sold on a Bill of Sale only. No title exists for this vehicle. This bike was a pre-production bike that MV Agusta used for U.S. emissions and homologation testing. Because we assisted MV Agusta with the testing schedule, they sold the bike to us as a parts bike. It had a non-U.S. legal VIN and MV Agusta requested that we sent them the original VIN stamping of the frame. We cut the VIN out of the frame and welded a plate over it. This F4 was used strictly as a track bike. It is sold as a closed circuit/off highway vehicle only, and no title can ever be issued for this motorcycle. This bike was absolutely never stolen.

We had a similar incident in the AFM years ago. Cops showed up, started checking VINs , had some racers in the back of the car in handcuffs. A lot of stolen stuff shows up at the track. You should have some kind of proof that your equipment is legit.

I don't think you are missing anything. I don't know whether or not it's legal, but there is nothing stopping you from buying this bike and going racing with it. It's not like you need a title to sign up for an AFM race.

Obviously if the law had a reason to look at your bike, and it has no VIN, you may have an issue. That's why it's cheap, you are taking a gamble.

I've never seen, nor heard of, local law enforcement responding to an on-track incident here. Unless the person dies. Then they probably don't care what happens to their bike.

Agree with Caddwumpus that altering the VIN sounds sketchy. Track bikes aren't hard to find, I'd look elsewhere.

Let's not kid ourselves. No one will take the time and effort to "cut out" a VIN unless the bike is stolen. Sometimes I think track riding culture/policy/procedure perpetuates theft because let's be honest, there are also some shady people at the track.

I have been to Moto Forza and it seemed like a legit place to me.
If you have a written bill of sale from them that includes the explanation as to lack of vin I would think if there was any issue it would follow back to them.
Question is , do you really want a MV Agusta as a track bike?

I have an old AFM race bike that was built by a dealer in San Jose and never registered. Taken off the truck and turned into a race bike. I have a bill of sale but it certainly has the VIN on the frame.

I can't come up with a good reason aside from making a sticky thread and requiring you to post your experience(s) racing a 2010 MV 1000! It'll be good humor!

Jokes aside, forget the title issue: that is one bike you want NOTHING to do with as a race bike. Seriously. Not enough money in the world and the thing still won't turn. Unless you're drag racing it, then take everything I said, write in a piece of paper, boil it in MR12, add race rubber to it, and inject it into your big toe. Then, don't buy the bike again.
