As an aside, in well over 30 years of riding a motorcycle, I have NEVER heard of it as "white lining".

While I agree with the 10 mph delta, I disagree with the 30 mph cutoff. If traffic is 50 mph, it is still safe to split at 60 mph.

That's kind of a gray area...as I've heard it, they were put in charge of making a motorcyclist safety program, while simultaneously not being allowed to directly teach non-CHP people. So they both are and aren't in charge of the MSF in California.
