new bike "temporary registration"

So my new 2020 ktm 300 XCW I "assume" should be a red sticker when the sticker actually arrives... However with the Coronis going on things are delayed but my registration is good for 90 days. So if it doesn't say red or green on the print out..... does that techically mean I get to ride it as green until the red sticker arrives........? Does this mean I get to still ride at Hollister/Carnegie???

Is it still true that if a bike has a “3” or a “C” in the 8th digit of the Vin, it’s a red?
