People like this scumbag aren't truly accounted for in the legal system.

What can you really do to somebody like this to punish them. Not anything that will really have any effect. it's kind of like the homeless people in SF that harassed people, what can the police really do? Nothing that will stop the behavior.

You can incarcerate them for a few years where they will be forced to work in various jobs such as facilities/maintenance, food service, landscaping, etc within the prison. Get an opportunity to get his GED if he desires, college degree, certification. Unless they're deeply mentally ill then that's another story.

I am witness to this every single day. (and coincidentally I work in San Rafael)
(-Disclaimer: I am in no way defending this guy's actions, merely pointing out that he is a symptom of a bigger problem-)
Our system isn't set up to deal with people that fall through the cracks and even if it was it is overwhelmed beyond any expectation of rational functionality. It would be easy if we could just put people in one box (category) or another but it's just impossible. I work with people with co-occurring disorders on a daily basis and too many of them simply don't belong in our program but as we are state and county funded we tend to serve as the catch-all for the ones the system simply doesn't know what to do with. There are loads and loads of folks running around with addiction issues coupled with mental health issues that lead to compounding criminal issues. Most don't seek help due to a lack of knowledge of available resources and/or are not even aware of the fact that they need help in the first place. Beyond that, incarcerating these folks wasn't working before as it merely placed them in a holding pattern until their inevitable return to society and that was before jails and prisons began spitting them out due to overcrowding and COVID concerns. This is a much bigger issue than can be addressed in one post but the bottom line is there is no easy answer and things will get much worse long before things begin to get better.

This is where we are right now. There are loads of folks coming through the system with success stories and good intentions. I see them all the time. Sadly, the public doesn't pay attention to or even have access to feel-good stories such as theirs. Meanwhile, the number of untreated (or un-treatable) people causing problems just grows and grows.

Can you really call a crazy person a scumbag? What he did is reprehensible, yes, he clearly has mental issues but just how crazy is he? Was it a cunning scheme to further harm the needy, or did the voices in his head tell him to do it? I have no idea what to do in these circumstances, maybe toss him over the wall into Mexico.

I didn't address this in my (lenghty) post but no, not really.
Given the benevolent nature of the victim in this crime I left my PC hat on the table and let it slide. It wouldn't have been my choice of words but I certainly understand the sentiment.
