How to legally dispose of a car with back registration and parking tickets against it?

Hi -
Is there a way to donate or junk a car that has fees against it?
There is a car on my inlaws property they would like to get rid of.
Plenty of good parts but interior moldy and hasn't run in years.
The owner was out of work for some time and just parked it. That person does not have the money for the back fees/ parking tickets and it really has no value but salvage at this point.
Owner has consented to having it removed but doesn't want this to trigger something like a warrant against them .
Thoughts?

Parking ticket fees and back registration fees are civil. They won't/can't turn into a warrant for the owner's arrest.

pick n pull, or other junkyards, might be interested. proof of ownership on hand will be a good idea

Do a Google search for "donate your car" and you'll get a list of "charities" that will take just about anything - according to their claim. I would try one of those first.

Be sure DMV is aware that it's destroyed or it will continue to accrue registration fees that they can go after your state tax refund to collect.
Ask me how I know.

Ha, it's a mid 2000 Camary...does anybody reay want those?
Now the rotting away Opal sport cars way down on the property....

I always thought even if you sell a car you're still responsible for tickets and fees on it?
