green sticker - expiration, transfer and fees question

I know nothing about green stickers except what I just read on DMV's web site. I'm looking at buying a quad (2006 yamoto 80 cc) and wonder how big of a headache I'm in for if I buy it.

Seller bought it ~6 months ago and didn't transfer into his name. Has green sticker dated June 2015 and signed title. It needs a new battery (doesn't hold a charge) and probably needs the carb cleaned (won't start) just sent me a video of it running so that's not an issue.

Price is ok ($200) but I don't want to buy a total money pit.

It looks like I'll need to pay green sticker fee ($52), plus penalty ($23), plus transfer fee ($20), maybe another $20 penalty plus who knows WTF else (tax, I guess).

Any comments?

Thanks for any help and sorry if this is the wrong area - didn't seem like a dirty barfing or general question...

Last two transfers I've done like this:

1. Enter info here and print page.

2. Insert into envelope with check and title.

3. Put in mailbox.

Here's the thing, there have been times I used that calculator and transferred in person and noticed there were minor variations in price, but if you sent it to a good office, they'll just make an adjustment to the cost so that it matches your printout and check. If it's a shitty nazi office, they'll mail it back and make you write a new check over a $1.57 difference. I mailed mine to Grass Valley.

Thanks - I tried that online form and it didn't work - I don't know if it was the green sticker (tried plate number from title) or something else that caused the problem.

I called DMV today and they told me it will be $80 + use tax to transfer and get a new green sticker through June 2017. Tax will only be $15-20 but it also needs a new battery and maybe a carb ($30 on ebay). Plus helmets, gloves etc. for the kids and I'll be lucky if a $200 quad doesn't cost me more than $500!

I haven't gotten back to the seller yet, kind of hoping they sell it to someone else :laughing . Will probably text him later and say if he still has it I'll come get it Saturday.
