The Carnegie Draft General Plan and Environmental Impact Report have been posted to the project website:

The Final Environmental Impact Report (FEIR) contains the comment letters received on the Preliminary General Plan/Draft Environmental Impact Report in Spring 2015 and comment letters received at the February 5, 2016, OHMVR Commission meeting. The FEIR includes responses to comments received on the Preliminary General Plan/Draft Environmental Impact Report and Final Draft Environmental Impact Report. The Draft General Plan includes minor edits made to the document in response to comments. The Carnegie SVRA General Plan team thanks all agencies, organizations and individuals that provided input.

An Off-Highway Motor Vehicle Recreation (OHMVR) Commission meeting has been scheduled October 21, 2016, for the OHMVR Commission to consider approval of the Carnegie SVRA Draft General Plan and certification of the Environmental Impact Report. The public will have an opportunity to provide comments on the approval of the General Plan at the hearing. For more details, please refer to the attached meeting notice. All interested parties are encouraged to attend the OHMVR Commission meeting.

The Commission will hold a public hearing to consider the certification of the Final Environmental Impact Report for, and approval of, the Carnegie SVRA General Plan.

AGENDA MANAGEMENT (1)(2)(3a)(3c) APPOINTMENT OF A NOMINATION COMMITTEE

(1) Unless the agenda is revised by majority vote, the Commission will proceed through the agenda in order until the agenda is completed. The Commission may take action following presentation, public comment, and Commission discussion of those matters listed under Business Items. [Gov. Code §§ 11122, 11125 (a) and (b)]. Public comment period for items not on the agenda will be held at approximately 1:30 p.m. or at the conclusion of the Business Item, whichever comes first. The Commission will take a lunch recess at approximately 12:30 p.m.

(2) CLOSED SESSION may be called to discuss pending and/or potential litigation as permitted by Government Code section 11126 et seq. or conference with legal counsel to confer with and receive advice regarding pending litigation when discussion in open session would prejudice the position of the Commission. [Gov. Code § 11126(e)(1) & (e)(2)(A)]. Closed session is not open to the public. At the conclusion of the closed session, the Commission will reconvene in open session to provide an account of any reportable events as required.

(3) PUBLIC COMMENT
(a) Agenda items: The Chair will entertain public comment as the Commission takes up agenda items.
Comments will be limited to three (3) minutes. Those individuals wishing to comment on agenda items should fill out the green “Public Comment - Agenda Items” form and submit it to the Commission recording secretary.
(b) Public comment period for all items not on the agenda: Those persons wishing to address the Commission on items not on the agenda during the 1:30 p.m. public comment period should fill out the blue “Public Comment Form for Items Not on the Agenda” form and submit it to the Commission recording secretary.
(c) Written materials: Members of the public presenting written or graphic materials as part of their public comments to the Commission are requested to provide fourteen (14) copies to the Commission recording secretary.
Visual aids: Members of the public presenting visual aids (projected media) as part of their public comments to the Commission are requested to submit the material(s) to the OHMVR Division
five (5) days prior to the scheduled meeting. The Division reserves the right to decline to show photographs that violate personal privacy (photos without a release from the person/people shown in the photograph) or other valid reason in the opinion of the Division and its legal counsel.

Edit: I'm gonna say... single track dirt bike trails better provide habitat for indigenous flora an fauna than most other uses, especially the historic cattle grazing application for the expansion property. Don't you care about the environment? Something like that.

My family supports the Carnegie SVRA EIR and GP and ask all of to you to support it by voting YES.
I feel the expansion area will provide a critical habitat for indigenous flora, fauna and OHV users. Previous applications, such as grazing, have been environmentally destructive.

I wish I could be there. So frustrating that these meetings are almost always middle of the workday. These are public agencies—it ought to be easier for the public to attend.
