Certificate of eligibility. You get it from the CA DOJ. It's good for a year. A C&R + CoE gets you ammo to your door and a few other minor perks.

Very few places will ship to FFL03s in CA. TargetSportsUSA is one of them, but most places are raided for all ammo. You'll need to get an account there and upload the necessary documents.

Most places have been raided for all ammo. Not speaking in the context of riots, just all the panic buyers in response to them and covid.
