Assembly Bill 1047, introduced by Assemblyman Kevin Jeffries, has been scheduled for a hearing in the Senate Transportation and Housing Committee on May 8. This bill would prohibit state and local law enforcement agencies that receive National Highway Traffic Safety Administration (NHTSA) grant money intended for a motorcycle safety program from using the money for the implementation of motorcycle only checkpoints (MOCs).

The American Motorcyclist Association (AMA) and ABATE of California applaud Jeffries for this bill (so do I! :applause). It is similar to a bill introduced in North Carolina, which is now law. The North Carolina bill prevents law enforcement officials from implementing MOCs.

Also, Gov. Bob McDonnell of Virginia recently signed a bill into law which prohibits motorcycle-only checkpoints.

With states facing tight budgets, there are better ways to spend limited resources than on MOCs. If MOCs are truly about safety, law enforcement authorities should be pulling over all vehicles and not just motorcycles.

Other than the slight hassle of being pulled over for a few minutes, I see nothing wrong with taking unlicensed or drunk riders off the road. But then again, I don't run aftermarket slip-ons, a tucked plate, flush-mount LED's or other cop-bait.

A lot of people believe random checks should be illegal since they have no justification that you specifically were breaking the law.

What about a human only checkpoint? We could have people show their citizenship or green card papers, just to make sure they're in the country legally and have paid their taxes. I see noting wrong with deporting illegal aliens or prosecuting tax evaders, but then again, I'm in the country legally and pay my taxes...
