Man, this looks awesome and I just came back through Bakersfield on an RV trip last weekend. I assume t requires a plate?

Flyer clearly states the following for entrants to sign and agree: "I understand that I must obey all federal OHV regulations and have a spark arrestor. I understand that this tour will use highways and that my vehicle must be street-licensed, meet all vehicle code requirements, and comply with state liability requirements."

Debatable. It's buried in between a bunch of to-be-filled-out on page 2 of the flyer and the route description doesn't specifically say there's any tarmac. Besides, there's a lot of legalese on these rallys that is either lightly or not enforced.

No need to be a prick about it.
