My understanding was that was never in the cards. Left of the leftmost lane nor right of the rightmost lane are part of this. Reserved for emergency use, besides there's a ton of crap on the road there.

I wasn't referring to riding in the emergency lanes. Just on the left side of the #1 lane, but still within the lane. Sometimes there are drivers riding with their right-side tires on the dotted lines between lanes 1&2, but there is plenty of room still in the #1 lane on the left side.
